. let me start with this. there's a real battle going on tonight. john mccain is out there on every television show accusing u.n. ambassador susan rice of covering up a national security breach. he says rice denied al qaeda's lead role in the attack on the u.s. consulate in benghazi that cost the lives of ambassador chris stevens and three others and she did so knowing it was true. well, the man who defeated mccain in the 2008 presidential campaign takes this as a personal shot at him. how will he respond? will he name ambassador rice his new secretary of state to replace hillary clinton? will he meet mccain's challenge head on and send rice up to the capitol to go face-to-face with the enemy? tonight we study the battlefield and the firepower of the two sides in this year-ending fire fight. mccain sure wants this fight, but do his fellow republicans? do they want an older white guy taking on the competence of a young woman of color, a rhodes scholar of solid reputation? most important, what end does the president want for this match of fact and wits? i'm joined by michael o'hanlon

. this week senator john mccain said america is a more loving and caring nation because we passed the americans with disabilities act. the reason john mccain was saying that publicly this week is because this week the united states senate had been considering a treaty modeled on the act to persuade other countries to do what we have done. to treat our law like the gold standard for all countries, to which all countries should aspire. it's kind of flattering. our civil rights advance, one that was hard fought, but one. so far this treaty has been signed by 154 countries including the u.s. it's been ratified by 126 nations, not including the u.s. president obama, in other words, signed it a couple years ago, but it's not been ratified by the united states senate. to be clear, this treaty would not require anything from us at all. we already have disability rights. it just pushes other countries to do what we have done. we would commit on an international level to what we already believe in here. ratifying that treaty would help us lead the rest of the world to catch up to that histo

and is a distinguished economist. he was john mccain's economic adviser in the first campaign. he is now running the american action forum. he is one of the best hot shots on fiscal issues but does it kindly and then we have steve case. i wanted to give him chairmanship of the jobs council, jeff immelt had that but not for long. steve case, one of the founders and chairman of aol, he chairs the entrepreneurship council, chairman of revolution, very tied up in trying to think about what are the spark the drive innovation, creativity, how do you drive young people here. you have been involved in a major study, u.s. competitive project at harvard business school. engage thousands of people, thousands of voices, discussions with hundreds of economic leaders and come up with a eight point plan of things you are advocating. i have gone through and some of that makes a lot of sense to me. it would have made sense in the 1990s and the 1980s. what makes you think this is such a big deal now? >> i want to say we have had a chance to interact with the jobs council in the harvard business school effort and

fellow republicans in the room to quote john mccain it's always darkest before it's completely black. but as we look at this election, there's a couple of things that i think are astounding to focus on. the last presidential candidate who achieved 60% of the white vote in the country was bush and he received over 400 electoral votes 24 years ago. in the 2004 bush campaign we received 44% of the latino vote in the electorate. we were having discussions in the white house in 2005 that we were within the territory that we were able to get to majority status with latino voters in the country. and if you look at the election results where mitt romney is below 30%, you can really see the republican's party deliberate strategy to annual nies paying off. and so when we look at as a party and we look at the demographic changes in the country in the west but also give consideration to the fact that some of the fastest growing latino states are north carolina and ohio and not necessarily the southwest border states and states in the rocky mountain west. we also have to look in this election at

"the washington post" today reports a white house official and democratic aides say they think rice could win senate confirmation from the top diplomatic job if obama nominated her. however the piece note her confirmation could come at a high political cost as lawmakers negotiate a deal on taxes and entitlement reform. and nbc news reports the president has yet to make up his mind over whether he will select rice or massachusetts senator, john kerry. but they say the clock is ticking and a nominee might be announced as early as next week. wow. that's -- i mean that's a tease, huh? but here's the question. here's my question. ryan, i will ask you this first. are republicans going to spend the political capital they must to dead the susan rice nomination? i'll read from the hilling privately come republicans prefer to avoid a bitter political fight over rice,

after susan rice appeared on one of these sunday morning shows, john mccain appeared on the same show. was he being political? >> well, benghazi was a tragedy, loss of human life. and while that tragedy was unfolding, the republicans making political statements that were totally inappropriate. susan rice was given a responsibility, she responded to information that she had. i think the facts of benghazi speak for themselves. i think susan rice's role is well known, that she was out there with information that had been provided to her and that to hold her accountable for the aftermath when the facts became known, i think it's just wrong and the republicans from day one were wrong on this and it's a situation where americans should come together. on foreign policy issues, we shouldn't be playing politics. >> let me ask you, senator, if we can, let's go to the bottom line. can they block her? can she be can confirmed? >> the confirmation process is a very serious process t involves hearings and she should be judged on her record and what comes out at the hearings. i think so many senator
